TESTIMONY ON BILLS 244 & 245-34

Honorable Speaker BJ Cruz and Honorable Members of the Committee on Appropriation and Adjudications I oppose Bills 34-244 & 245.[1]

An effective, efficient government that provides basic services in accordance with the rule of law on at least a break-even basis.[*]

The people deserve no less.

We are now at a fork in the road provided by Tax Cuts and Jobs Act of 2017 and really ought to take “the  one less traveled by.”[2] If we do “Somewhere ages and ages hence:” the people will say, “And that has made all the difference.” The road “less traveled by” is paved with fiscal integrity and leads to an effective, efficient government that provides basic services in accordance with the rule of law on at least a break-even basis.

CONFESSIONS OF A 3RD-CLASS US CITIZEN

Myths about our peculiar status abound! I've bolded them in the letter to the Editor that appears in today's Guam Daily Post.  As time permits, I'll further debunk the myths.

Confessions of a 3rd-class US citizen | Letter to the Editor |

As a third-class U.S. citizen, I’m compelled to respond to Dylan Kioshi’s recent letter decrying the oft-repeated shibboleth of the "'second-class' status of territorial citizens."

Having been born in the States, when I die, my estate will be liable for federal estate tax on all assets anywhere in the world (IRC 2208). But if I were born here, assets held on Guam or anywhere else in the world, except the States, would not be taxed.

Being a person of Northern Marianas descent is an even more beneficial class of U.S. citizen.

Re: Amendment to testimony on Bill 230-34

Dear Speaker Cruz and honorable members of the Committee on Appropriations and Adjudications, after your hearing I was approached by several citizens who suggested new items to add to the list promulgated in my testimony. A couple other items occurred to me sua sponte. Set out below are my amendments to the testimony submitted to this honorable committee on January 29:
