Re: Amendment to testimony on
Bill 230-34
Dear Speaker Cruz and
honorable members of the Committee on Appropriations and Adjudications, after
your hearing I was approached by several citizens who suggested new items to
add to the list promulgated in my testimony. A couple other items occurred to
me sua sponte. Set out below are my
amendments to the testimony submitted to this honorable committee on January
29:
17)
No more “executive security.” Contrary to Chief Cruz ’ public statement there is no law
requiring him to furnish executive security to anyone.
18)
No more “surprise holidays” e.g. the
day after Thanksgiving last. The PDN estimates the cost of these “surprise
holidays” at $450, 000. There’s an argument that when the effect of the
“surprise holidays” on commerce is considered, the cost is > than $450, 000.
19)
Dust off P.L. 26-157:5 (Dec. 15, 2002) introduced by former Speaker Antonio
Unpingco and cosponsored by Senator Eddy Baza Calvo which, inter alia, limited territorial holidays[11]. NB every GovGuam holiday costs us
nearly a half million dollars.
20) Remove the lifetime annuity for the governor and lt.
governor amounting to one half of the their salaries at the time of their
retirement. 4 GCA § 8172.
21) No more “COLA” for retirees.
22) No more end of term lump sum leave settlement for
elected officials.
23) Delink and abolish EITC.
24)
Strive to provide an effective, efficient government that provides basic
services in accordance with the rule of law on at least a break-even basis.

holiday falls on a Saturday or Sunday, neither the preceding Friday nor the
following Monday shall be a holiday."
